About the Institute

A Mandate for Principled Governance

The Global Institute of Administration was established to advance the principles of transparent, accountable, and effective public administration across member states. Since its founding, the Institute has served as the foremost multilateral body for institutional governance standards.

1962

Founded at the Geneva Convention on Public Administration

The Global Institute of Administration was established in 1962 at the Geneva Convention on Public Administration, convened in response to the growing need for an independent multilateral body to set standards for public sector governance in the post-war international order.

Forty-seven founding member states ratified the GIA Charter, committing to a shared framework of institutional transparency, administrative accountability, and the rule of law in public governance. The Institute's headquarters were established in Geneva, with regional offices opening progressively over the following decade.

Over six decades, the Institute has grown to encompass 194 member states and has produced more than 300 binding governance standards, advisory frameworks, and model legislation adopted across jurisdictions worldwide.

Transparency

All member state institutions shall maintain open records, publish annual disclosures, and provide public access to governance data in accordance with the GIA Transparency Mandate.

Accountability

Governing bodies shall be subject to independent audit, oversight by elected or appointed review committees, and regular performance assessments against GIA benchmarks.

Rule of Law

Administrative action shall be grounded in codified legal frameworks, with clear mechanisms for redress, appeal, and judicial review available to all affected parties.

IV

Effectiveness

Public institutions shall pursue measurable outcomes, adopt evidence-based policy, and continuously improve service delivery in alignment with the GIA Standards of Administrative Excellence.

Organizational Structure

How the Institute is Governed

The GIA operates under a tripartite governance structure comprising the General Assembly, the Governing Board, and the Secretariat. The General Assembly, in which all 194 member states hold equal voting rights, convenes annually to set institutional priorities and elect Governing Board members.

The supreme deliberative body. All 194 member states hold equal voting rights. Convenes annually in Geneva.

Governing Board

Five regional representatives elected for four-year terms. Sets institutional policy and oversees the Secretary-General.

Secretariat

The permanent administrative body led by the Secretary-General. Implements Assembly resolutions and manages day-to-day operations.
